Commissioners name new chief information officer for county

John Regula, a technology executive and administrator with more than 30 years’ experience, was recently appointed

The Bucks County Commissioners on Wednesday appointed John Regula, a technology executive and administrator with more than 30 years’ experience, to be the county’s new chief information officer.

Regula, a Horsham resident, most recently served as senior vice president/chief information officer at Woods Services in Langhorne, where he directed the development and implementation of technology systems serving 3,500 employees and 4,000 clients. Previously, he directed information technology operations at Allied Services in Northeastern Pennsylvania and at Greater Hazleton Health Alliance in Hazleton.

“We are fortunate to have an individual with Mr. Regula’s level of experience in the information technology field,” said chief operating officer Margaret A. McKevitt. “We are looking forward to working with him as he leads our team of IT professionals in the county.”

Regula will oversee the county’s Information Technology Department, which comprises 40 employees and a $6.9 million annual budget.

He will be responsible for setting the strategic direction for the county’s information technology services, and for providing technology leadership to the commissioners, row officers and other county executives in helping to achieve countywide objectives and to effectively implement initiatives.

“Mr. Regula has the enthusiasm and experience necessary to improve all aspects of IT and to institute the recommendations of our transition team,” said Diane Ellis-Marseglia, chair of the Board of County Commissioners.

Regula holds a master’s degree in organizational management from Misericordia University and a bachelor’s degree in information systems from the University of Scranton. He officially begins his duties on Aug. 24.
