The John Jay Institute recently announced that Douglas E. Baker, senior fellow at the United States Leadership Foundation, was appointed to its board of governors, effective April 15. The appointment increases the size of the board of governors to eight members.

“We are excited to have Doug join the JJI board,” said Todd Williams, chairman of the board. “He has been a friend to us and to our founder since the beginning. His experience and expertise, as well as his commitment to and understanding of the JJI mission and vision, will greatly benefit our work of raising up principled public leaders.”

Baker has served on the executive staff of five governors across two decades, as well as consultation with the White House and other federal cabinet agencies. As special assistant to Arkansas’ former governor Mike Huckabee, he assisted the governor in his communications office and led efforts for Gov. Huckabee’s notable economic development initiative — from fiber optics to fly-fishing. Baker later served in the office of the president and provost of Union University, and as a key leader in the corporate relations division of the United States Naval Academy Foundation.

Returning to his home state of Louisiana during the second term of Gov. Bobby Jindal, Baker led policy and communications work for tax reform, technology advancements for budgeting across 11 state agencies, and helped to advance a government efficiency project for Gov. Jindal, resulting in more than $2 million in savings over five years.

His work at the U.S. Leadership Foundation focuses on education reform and advancement for poor and at-risk students in urban and rural communities across the nation. He also serves on the staff of Tenth Presbyterian Church in Philadelphia.

“The John Jay Institute is one of the premier academic resident fellowships in the nation,” Baker said. “I am honored to serve with the distinguished leaders in this work. It is truly one of the most challenging, yet rewarding experiences I’ve ever encountered for young leaders.”

Baker is a graduate of Louisiana State University (B.A.), New Orleans Baptist Theological Seminary (M.Div.), and the Johns Hopkins University (M.A. with the highest academic honors). He is a two-time recipient of the Governor’s Award for Outstanding Achievement and has been recognized by Louisiana State University as an outstanding alumni of the LSU Tiger Marching Band. His writing has appeared in many national publications and journals.

“The John Jay Institute is a hidden jewel for our nation,” Baker stated. “My hope is that through its continual expansion, more people will encounter the outstanding research and learning opportunities available to young men and women across the world.”
